With the http&amp;#58;&amp;#47;&amp;#47; urls you will get a WebException &amp;#40;&amp;#34;Unable to connect to the remote server&amp;#34;&amp;#41; at the &amp;#34;var response &amp;#61; request.GetResponse&amp;#40;&amp;#41;&amp;#59;&amp;#34; line of code.  The WebException has an inner SocketException with the message &amp;#34;No connection could be made because the target machine actively refused it x.x.x.x&amp;#58;p&amp;#34;.
